It's a continuously active Noble Phantasm that combines the concept of water and rain found in the atmosphere. Wandjina refers to this as a "droplet." Should an ordinary put it on, it will drench them. Surprisingly, however, they will not drown. As Wandjina is a spirit that blesses life, this equipment will not harm anyone, even should they touch it. Rather, they are invigorated, their life force revitalized.
But be warned: this droplet is a Noble Phantasm that is one or two steps away from an Authority. Should one try to take it from Wandjina, there will be trouble. Even if Wandjina doesn't get angry, there's a strong chance the other spirits, fairies, or even Divine Spirits would grow truly enraged.
Which is why, even if you see it just lying around, handle it with care!

Even if the Wandjina themself isn't angered, there is a very high likelihood of other Elementals, Fairies, or even Divine Spirits being outraged.
So even if the Wandjina leaves it carelessly lying around, you'd do well to be extremely careful…!
