The only requirements I've got is to be active and have split normal/event support, other than that feel free to ask if you need a specific CE/servant combination, I have a list of the servant I have here:
I may or may not have to level up their skills first though plus I might be missing some CEs

This is the teapot item, it doubles the amount of bond points gained from a quest (and you can only keep it for a limited amount of time before it goes away, iirc it's a month or so) best used on quests that give high bond points like raids and paired with craft essences that boost bond points gained (like Chaldea Lunchtime & Chaldea Teatime)

Edit - ended up getting him after a goold old desperate sq grinding session, shame i couldn't get him through what i had saved up alone but i got my first main target of this year so i'm feeling good

Also obligatory apology for skill levels as I am down bad on every mat you can think of, i'm currently prioritizing my supports (koyanskaya, waver, merlin etc)
I've got Mana loading Append skill level 10 on Arash, and I also have it (lvl 1) on most of my other servants (have extra attack on KH tho)
Arash is one of my favorite characters but outside of his NP it's a bit difficult to make him work without some good investment, and since i like him i want to see him more often at times and not just have him die instantly even if he does a lot lol
pretty much every servant I really like also happen to be pretty good in gameplay so i'm lucky, there are no servants that i hate
