Merlin is a very old dog. His kit is quite dated when you compare him to other servants. Even then he has always been very good, he had some awkward things, such as the 20% battery and one turn crit damage. This doesn't suddenly make him insane, but I wouldn't say that this is unwarranted.
It's insane. I don't know what possessed them to give him of all servants a buff.

I've been saying this for years now. Several servants need them to just barely keep up with their peers. Raikou herself is way behind Morgan to the point that I highly doubt that it would influence anyone's choice to roll for Raikou over Morgan.
A good handful of servants, like Taiga, need their respective buffs to function properly.
Overall, giving buffs early shouldn't be a big deal. Especially when NA keeps on giving us surprise banners.
Every time they announced something new I kept on perking up from my seat thinking "Oh, this is going to be the big thing for this anni" only to be disappointed with what it actually was. Like Destiny order or whatever it's called.
For the briefest of moments I had my hopes up that it would be some kind of improvement to the gacha in some way. Guess I'm a moron for thinking that Lasengle would give us something nice.
Overall, the hype just didn't match what they gave. It really doesn't give me any confidence for the future. I wouldn't be surprised if there's a mass exodus of players despite it being the anniversary.
I've given up hope for AU's ages ago. Though it's neat seeing enemies getting them, I doubt we'll see servants get AU's anytime soon.
I'm really more interested in them cranking up the buffs and making older servants more viable and interesting to use. There are more than a few servants I can think could benefit from more modern effects or conditions like on death/guts/defence buffs, Jane c.star variety buffs, or trait based buffs.

I don't see them delaying Oberon for story purposes,. It was revealed 2 years ago, an extra week isn't going to do anything.
If they're going to delay him, it's because they don't want to upset anyone still recovering from Koyan. Which is likely a majority of the player base.

I was the same up until just recently. Once you've got a looping enabler and a looper you honestly don't really need anything else, everything else is just a plus.
Most of my future plans are just rolling extra copies of servants I like. Which is to say, servants I already have.
I've got him at NP6. Tried using him in a tower quest once and almost completely bungled it up. The one thing that saved it was when his third skill kicked in and killed him.
He's comedically bad, except for when he's an enemy. In that case he's an absolute menace.
Even if you're never going to use him, his coins will be very useful when grail casting becomes available.
Seeing Quetz be so popular on global always frustrates me. On one hand I know why she's popular, she's a reliable big sister who will step up to the plate and take responsibility when she needs to. On the other hand, Lasengle has neglected her to a criminal level, despite her relevance in the story.

I started playing because of him and recently I finally got him to NP5 despite never rolling for his rate up. Makes me wonder if I'm just lucky or if he secretly has better odds to help newbies.
@Stella295B I quite like the idea of tying effects to buffs, but I think evade would be better than sure-hit since I can see some funky stuff happening with sure-hit CEs. Evade is also generally a more common effect you can play around with. It can also help mitigate/synergize some weird skills that have an offensive and survivability effect tied into one skill, like mind's eye.
Zerks can have a similar effect to King hassan. Something along the lines of, if they have guts they have increased crit damage and/or star gen. If guts is triggered they have one turn of crit damage and drop a small amount of stars.
