Gogh's gameplay is heavy on the crits, so extra levels are effective on her.
Their actions are recorded and added to their "Legend"/Original in the Throne of Heroes, but there is a "safety" that prevents a servant with say memories from say the 90s, to have them when summoned in the 80s.
An exception to that is when they are summoned into a "closed dimension" something isolated from History, like the singularities or Lost Belts. Chaldea might qualify as well,
In the Fuyuki Grail Wars, the true objective was to gather the energy for the Greater Grail to fully use its functions, while is calculated as 7 Servants' souls.
While the Greater Grail can be activated once 5 are defeated, only few functions are accessible.
For a Wish 6 Servants are needed as "fuel". Unclear how much it can do, its hinted in FSN that only ONE wish can be made, but in FGO-backstory Marisbilly and Solomon got each one (both wishes were rather small in scale)
Their Memories should still be recorded in the Throne. (unsure)

I got Dino on my first ten pull, then I used 20 tickets that I saved up.
Then I used my saved up SQ for 10-pulls. Dino and two 5* Event-CEs were the only good surprises until my last 10-pull, then I got Voyager on the first card, then another gold card came AND THEN A Rainbow card came.
...yup still processing that. and I hear Gilgamesh's "you just used up all your luck"-line in the distance.

Gil for Short to Medium long fights.
He needs little if any support, but works well with Merlin, HC Anderson or just any buster support.
For farming, he works pretty well with Archer!Isthar.
QSG for Long Fights and Challenge Quests.
To max his potential he needs some star-generator, I find that an Arts/Crit-team work good with him.
Ruler!Jeanne can generate stars and her 3 Arts cards allow for Arts-Chains = NP is quickly ready. And since both can protect the team with their NP, even the hardest hitting enemy with be stymied.
Caster!Tamamo has skill-CD-reduction, more support and 3 arts cards.
HC Anderson is good general support and great at Crit-support.
Saber!Lancelot brings more Star-Gen and an offensive NP to the mix.
With what setup?
Merlin + Jeanne + 2030 + Jack?
