I rember once hearing someone say we won't ever get them since we already have Tenochtitlan as their pretender, I really hope we do get them both But Im not going to hold my breath for it or anything...
The reason why they have someone else using their name probably is, they are not going to come themselves.
Meta speaking. If the game company wants to have a real Tlaloc, they would have put that in the game, not write another book just to explain why is this city acting god.
They're both really obscure names to begin with, and outside of LB7 I don't see Central American origins being likely choices for new events/servants.
Well I mostly blame their onsuciry on colonization, but of the Aztec Pantheon they are probally top picks. But idk.
There are some interesting ideas in America though. They can have an event focusing on the Aztec gods/people Vs the Spanish, for example. And grab some other related people. Have Erice the museum goer beat Cortes up, something like that.
Or, smallpox was treated as an evil goddess in some areas. Why not have an event fighting smallpox the goddess somewhere, and Aztecs trying to save the others?
The problem is that they don't want to do it. It seems like they just want more kings and knights and kings and samurais...
I doubt the average person knows who either of them are. The fact that they're even in the game at all is almost certainly exclusively because of LB7 so I see almost no possibility they'll be standalone servants. I doubt any of them other than Quetz would be in the game if LB7 didn't involve Aztec figures.
You only need a few famous "average people know who them are" characters to warm an event up. And then you can introduce some "who knows who the **** they are" characters, the players will do their research, some history nerds will spread their knowledge, and everybody will know that by heart soon. And players love it.
Arash didn't even have a Japanese wiki page before Fate. Bakin and his doggy story is not even popular in Japan that Detective Conan had to explain the story of it for the kids. Yet here they are.

I get that. I just don't see the Aztecs as a culture that will get another event anytime soon based on the history of the game. Who knows though. I could be completely wrong. Like you said, Arash is definitely someone I'd never expect to appear as a servant if he wasn't already in the game. I'd certainly never heard of him before. Japanese servants are totally immune to this problem though. I don't think there's any limit to how obscure they'll get with Japanese servants.
If they are Shinsengumi, you can bet your butt they'll show up.
