On the contrary, they have tonnes more. Here are some examples.
Most of Japanese gods/goddesses are absent. They can go Tezca-style, build an avatar for themselves and come. Being the Land of 8 Million gods... Also there are countless Youkais. Since the Onis are here, why not have some famous Youkais?
Many older samurais are absent. Genji and Heike still have many characters to give. Tomoe's husband is still stuck another Fate game. Sanada is missing despite his favourite boss in Basara is here, and of course Date is missing too. Nobu still has lots of employees absent, Hideyoshi is absent, and Kyuushu at the time had nobody. I really liked Mouri from Musou and Mouri from Basara, what a shame.
I understand if they don't want to mention many people from last century, but there are still plenty of good people to be talked, even in Showa Japan. Sugihara Chiune, better known as the Japanese Schindler, for example, can make an excellent candidate as he definitely qualifies as a hero. Sugiura Shigemine, AKA General Flying Tiger, is so loved by the Taiwanese that he even gets his very own shrine! Not only the Japanese, the Taiwanese players would go mad if you release him!
Wait a minute, we do not have any Japanese scientists yet! Japan is one of the biggest Nobel prize winning countries, surely there is somebody available? How about the 1000 yen guy? Dr. Noguchi was on the money, definitely important.
Actually, the previous 10000 yen guy was an entrepreneur! Great, we don't have many of them here. Also, we need more modern writers and translators. Bring every money guy here, the more the merrier!
...but NO. Instead of all the nice candidates mentioned above. They want to have more Shinsengumi...because for some unknown reason, the Japanese really love them.
Every year they bring up a new Shinsengumi related person, and the Japanese fandom ask for more, as if they can't get enough. The Japanese company will only respond to Japanese players(if they respond in any form) so there you go. More Japanese Stasi! *sarcastically*

Yes I am very frustrated about this case. I can't see any good in any single character from that era so far. In real history, they were either xenophobic terrorists or Samurai Stasi(SS for short, same thing) trying to stop Japan into democracy. Yet Lassengle re-branded them as harmless hungry girls, harmless recognition-hungry boy, nice gentlemen, and some proper police.
I will take a description like they had for Black Beard and Columbus. "Actually they are quite evil, they are villains, but there is still a lovely side in them". but the way how Lassengle beautifies these villains in a democratic Japan that they hated so much disgusts me.
I'm pretty surprised to see people NOT liking the Shinsengumi.
See, that's the thing, they're supposed to be complicated. It's not black and white, the Shinsengumi have always existed in a contradictory perception.
They're treated as people, who were on the wrong side of history, and yet romanticized for their short, tragic lives. I feel that's relatable to people, you can't always know in the moment if what you're doing is supposed to be for the 'correct side'. The moral dilemma has always been a major part of any Shinsengumi media they produce. There was also some drama related to certain members like Yamanami and Todou defecting to the 'good side', that adds to the tragedy, as their comrades had to cut them down, reluctantly. Some even acknowledging and understanding their actions, but bound by the code.
They felt like characters who paid a heavy price for being loyal, selfless and devoted to the wrong cause. Which is why they are perceived positively, and absolved.
As for answering your question, why, is because Shinsengumi has developed into a bonafide component of any GudaGuda story they develop. People look forward to seeing anyone with the iconic cyan Haori, and speculating who we're getting. Although it seems, that after Harada, Todou, and apparently Kondou, we're actually going to be done with the popular members of the Shinsengumi crew. The remaining ones aren't famous enough to be servants.
