I just realize that in NA, we will get archer *4 freebie, I already have Chloe max leveled but not yet leveling up her skills. Before I am too late to make mistake, who do you prefer?

I would choose Chloe, currently mine is at level 90 with skills at 7/7/7.
This better not force me to change my mind.
I like Saika better. She's an adorable lil bean who likes guns and onigiri.
Chloe is just a menace.
It's free, so obviously both.
