I just realize that in NA, we will get archer *4 freebie, I already have Chloe max leveled but not yet leveling up her skills. Before I am too late to make mistake, who do you prefer?
Don't worry about it. They're both great and it wouldn't be a mistake to max both. Kuro's performance is more stable, and Saika has higher damage potential, but it's harder to consistently extract.
