See, that's where you're wrong. Take a look at FGO Arcade collab CQ. There are servants with different classes there. I want to make sure my servants can do lot damage to all enemies, so that's why I open 3rd append skills too.

Due to having Castoria from a GSSR banner but few arts options (I wanted Skadi support instead, the servant list was heavily Quick focused), Salieri was the Arts looper for the account. Grailed to L90 and skills at 9/9/9, he could loop acceptably well.
