I guess you better to call this not "f2p" setup, but low stars setup. Saliery is limited and weren't given as the reward for clearing Anastasia. And there aren't a lot of players who are rolling for R servants, so there is quite a good chance that random player (for example me) doesn't have this servant.

@Wasadar4 I mean I don't know if we'll get any Class banners in the future but it was always extremely easy to get high np level Salieri from those in very few rolls, so it shouldn't be that unexpected that most people have him

Yep, what Akiakob says, mate. Besides, I actually use support Salieri instead of my own Salieri, so technically, it's still F2P setup or budget.

I could see an Angra setup for the regular fight considering that it's not that hard of a fight to begin with but for the super recollection quest it'd be just hell

Even if it wasn't your own Salieri I'd consider it a f2p setup. I'm 100% f2p and got NP5 easy on said class banner. Only time I rolled for a limited/story 3 star because I'm a music history nerd so anything related to classical music I'd probably roll for.

Now do it with the Super Recollection Quest ;)
