Prince of Lan Ling, Gilgamesh, Yui Shōsetsu - are the most obvious ones as 4* arts support. But if you're just trying to find budget support for arts, than you mignt consider rainbow (4*) and low-stars (arts) supports such as: Chiron, Helena, Da Vinci, Boudica, Paracelsus, Zhang Jue, Mozart and Xu Fu. That everyone whom I can recall except general low-stars supports them and those whom I might have forgot I believe would be mentioned by other users.

Mary Anning is good, too. But she only works with female servants, though.

If you are on JP Tenochtitlan can work for a quick and Arts team. At least she does for me, and is on almost all my teams.

Her Passives. +Second skill, damage cut and NP buff to allies on her Np.

8%? That's pretty much neglectible. Besides she gives 12% herself only. So she is not support in any way.

Okay, not really in any, but, you know that something like use Ozy as support. You can do it, but to advice her as main support... well, I wouldn't do it. I mean that's really doesn't sounds like good idea.

Edited: I've meant that she is better as a damage dealer and not a support, so you should advice her as first and as second.

Summer Da Vinci is pretty decent if you did the event. On an account I was watching for a friend who lacked their own Caster Artoria, I used a team with an Arts looper, Da Vinci, a support Artoria and a backline Waver for the battery. It isn't quite as effective as a double Artoria setup, but was still effective enough to 3 turn loop in the event I was doing. Her numbers are lower for the most part (no surprise when comparing an SSR to a welfare), but she is a suitable welfare servant for the task as she boosts Arts damage, NP gain, NP damage, even Overcharge for a turn, along with her battery.

For farming, borrow a Castoria and use whatever combination of da vinci ruler, paracelsus, helena, or if playing JP throw in xu fu, caster gil and yui you're capable of. If you can't do that others that have already been mentioned would possibly work, but not as well. For CQ borrow Castoria and my go to is Miyu to pair her with, but if the Merlin you mentioned is one you own he's great to pair with her.
