Yep, you have to farm the night time free quest in order to get the other event CE.

As others have said, drops only on the night nodes, but even then it's all luck (I haven't had any CE drops yet). According to Gamepress and Atlas, these nodes have the highest droprates for Chainsaw of the Dead:

Smiling Hotel - 3%

Western House - 2.4%

Market 2%
