That Miyu makes me sad. While not up to the SSR supports, a 30% targeted battery and her NP made her useful on my alt as a lower cost support. Only S3 needs the Lore with her though, the other two I left at L6. Those two are selfish and don't assist with her ability to support. Still, between the battery and an NP similar to Merlin (soon to get a buff to fix the demerit), she isn't a bad choice.

I've found Astraea to be extremely useful on my primary, and the upcoming lotto will be supplying her the gems she needs on my alt. As a Ruler, she doesn't often get to hit at advantage but she does hit heavy. Found all three skills good at L10.

Those are based on my usage though. You may be better off with your intended Hokusai.

I plan to 10/10/10 Miyu eventually like I have both Kuro and Illya at 10/10/10. Maybe after she gets her buff as you said. Astraea is certainly going to be useful for me since I also have her at NP3.

I'd go for Hokusai IMO since she has both farming and CQ applications

I'm at a point that I have so many servants whose skills I want to lore but have very few lores; so I'm prioritising units that I see myself using in future hard content/farming

The horror of a over filled servant list. 42 SSRs, 72 SRs, impossible for me to do everyone.

I honestly suggest to save up some lores until u got atleast 20.

Less issues to choose cause u instantly can decide who needs it more without a struggle for material loss

From the servants shown, Summer Kiara is easily the strongest. She's a powerhouse for both CQs and farming. I've seen people above recommending Hokusai because of farming applications, and I have to strongly disagree. Hokusai's refund is very bad, and she practically always needs a 3rd support to farm. Kiara, while not having the greatest refund, has a higher battery and can work with 2 supports most of the time. She'll win the damage battle against Hokusai as well, unless you're fighting Man attribute enemies. Assuming that all SSRs are at NP1, Kiara would surely be my suggestion.
