In my belief, Zabaniya is an angel. They are the angels who tormenters sinners at hell. They are further called "angels of punishment", the "Guardians of Hell", "wardens of hell", "angels of hell", etc. They also works together with the Angel of Death, Azrael, so I guess it's quite good?

I never took it as yuri. Supplementing the comment of @Muhammad Abdul Aziz Habibi you could add the kiss of Judas and the so-called "kiss of death." I guess one could see erotic undertones were they inclined, but I never saw them myself.

@Misfortune's Apprentice, well, actually you're right. It's not it and shouldn't be taken that way on serious note... since it's her way to kill, but on other hand it's kinda closer to that than the Judas' kiss, since she iirc seduced her victims in order to get enough close to them. At the same time this makes it looks strange to see her NP used on another girl given that she (another girl) isn't lesbian (we know it's for sure atleast about Semiramis)...
